Married to the same beautiful woman for 30 years, Joseph Stahl is the father of 12 children, the foster father of 10 children, the adopted father of 2 children, and the coach of numerous children sports teams. Joseph believes every child deserves their best chance in life and in school, especially those children who have been disadvantaged. And with the same intensity that he used while flying combat support missions while serving in the United States Air Force to save lives in Iraq and Afghanistan, Joseph will ensure that each of our Warren County students will have their best chance for academic excellence, individual growth and achievement of complete personal confidence to prepare them for life ahead.

Every Child Deserves the Opportunity to Succeed

In Warren County, our children’s academic success must be our highest priority. That means focusing on strong reading, writing, and math skills—foundations that unlock opportunity for every student. It requires a curriculum that is not only rigorous, but clear and purposeful. It calls for teaching goals that are meaningful and understood, and for classrooms where students are supported by both dedicated educators and engaged parents.

When we commit—fully and without reservation—to the success of every child, we must do so with the belief that failure is not an option. Academic achievement is not a luxury; it is a necessity. And it must be driven by merit, not inflated by grades or clouded by political agendas.

Trade school skills are absolutely needed by our students, especially for those who don’t want to go to a four-year college. Trade school skills are best taught via “on the job” training with successful businesses (apprentice/internship program) not by building expensive buildings which can only hope to imitate learning. Let’s avoid the tax and spend building of large buildings and give our children the best “hands on” training that the county has to offer.

Parents are—and always have been—the first teachers. They deserve full transparency into what their children are learning and experiencing in school. When parents, teachers, and the community work hand in hand, our children thrive. That kind of partnership builds trust, drives achievement, and nurtures the confidence our students need to grow.

Our teachers are the heart of the classroom. They deserve to be respected, supported, and fairly compensated, while still being fiscally responsible to the Warren County taxpayer. A competitive wage is not a reward—it’s a recognition of their invaluable role in shaping future generations. Restoring their authority and dignity in the classroom is essential to creating an environment where both teachers and students can flourish.

Most importantly, our schools must be a place where every child feels safe, protected, and encouraged. Discipline must be fair, consistent, and focused on creating a culture of respect. In such an environment, children are free to discover their unique strengths and to reach for their highest potential.

We have a moral responsibility to ensure that every student in Warren County is seen, heard, and empowered. Let us create schools where children are not only educated, but inspired—where they grow into confident, thoughtful citizens ready to contribute to their communities and fulfill their purpose.

Every child deserves the chance to thrive—body, mind, and spirit. That starts with the food we give them each day. We must continue to work to provide healthy, nourishing breakfasts and lunches that fuel their growth. A strong foundation in nutrition is one of the greatest gifts we can give our children—it’s a lesson in self-worth, discipline, and lifelong wellness.

But nutrition is only one piece of the puzzle. Our children also need movement, inspiration, and connection. By increasing access to sports and extracurricular programs in our lower schools, we can help energetic students channel their energy in positive ways, build confidence, and develop healthier behaviors. These programs also provide access to incredible mentors—coaches, leaders, and role models—who can guide our kids and help them make wise, values-driven choices. Joseph is committed to creating an environment where every child is supported, uplifted, and given the tools to grow into their fullest potential.

According to the WCPS policy, the primary responsibility of School Board members is to establish those goals, programs, and procedures which will best serve the educational interest of each student.  It is charged with accomplishing this while also being responsible for wise management of resources available to the division. 

The Board must fulfill these responsibilities by functioning primarily as a legislative body to formulate and adopt policy, by selecting a Superintendent to implement policy, and by evaluating the results.  Further, it must carry out its functions openly, while seeking the involvement and contributions of public, students, and staff in its decision-making processes.

And to achieve these goals, Joseph will bring his top skills and qualities to the table.

Curriculum & Expectations

Joseph supports evidence-based curriculum standards that prepare students for college, careers, and responsible citizenship. He understands that, while protecting parental rights, our schools must work to ensure that our students learn accurate and age-appropriate history, science, and civics.

He supports curriculum transparency and opportunities for families to give feedback on instructional materials and he wants to work with the School Board and Administration to improve test scores across the division.
 

Policies & Regulations

Joseph believes that WCPS policy decisions should reflect our community’s values, not be top-down mandates from Richmond or Washington, and our policies should be reviewed regularly to ensure they meet our community standards to eliminate outdated or ineffective policies.

He wants to remove any ambiguity in our school policies to ensure they are practical, enforceable, and focused on student success. Additionally, he will work to ensure that all of our policies are aligned with our budget—no unfunded mandates or feel-good regulations that our schools can’t afford. And finally, he will collaborate with the other School Board members and the Administration to ensure our policies are fiscally responsible and backed by real data, not political agendas.

Teacher Hiring & Retention

Joseph understands that the education of our youth is dependent on hiring competent, knowledgeable, and dedicated teachers. He believes that we need to make our district a destination for talented, mission-driven teachers—not a steppingstone to other counties. He wants to research what other school divisions in the area offer and work to offer competitive salaries and benefits that reflect the value educators bring to the schools, and the County as a whole.

He understands that hiring good teachers is just the first step and that retaining these valuable experienced teachers requires respect, resources, and reasonable expectations. He wants to focus on policies that will keep teachers in the classrooms and not overworked, burned out or looking for “greener pastures” elsewhere.
